The LTE Technoloogy of Japan is the same of any other LTE. In fact since LTE is still a "3G standard" (as defined by ITU on the IMT-2000) the term 3.9G is much more accurate than 4G. To be a "4G standard" the technology must serve 1Gbps in nomadic environments (as defined by ITU on the IMT-Advanced). Only LTE-Advanced and Wimax-m are candidates technologies to apply to IMT-Advanced and hence apply for a "4G" name.
