It is WinMo 6.1, but samsung did tweak the home screen a little bit, giving it a slight resemblance to the upcoming 6.5. Though I also have to note that it uses WinMo 6.1 STANDARD, instead of Professional, as it was stated in the article.
Blame Samsung for naming it the Propel PRO when in fact it runs WinMo STANDARD.
Apart from that it looks like a really nice device. I used a Samsung i620 for a while and this looks like an improvement in many areas, especially the screen resolution.

Im quite confused here, The reviewer states this is windows 6.1, but those screenshots are clearly from Winmo 6.5.
If i'm wrong so much the better as I would like to get my hands on that 'today screen' plugin.

actually, Samsung did nothing to it. This interface ships with Windows Mobile 6.1 Standard (not professional), and is called Sliding Panels
the 6.5 interface is called Titanium (or CHome in the SYS folder), and, while it does look like this, it runs on Professional as well
